There is research and there is research  :)
Given the close releationship between the IRTF and the IETF, and
the role of the IRTF as a whole, I consider this question relevant
for ICCRG.

I never stumbled upon a paper on such a thing - does anyone
know if this has already been proposed? Any pointers?
