I should also add:

1. "Consensus" of the ICCRG is not entirely clear.  Does it mean that
everyone *subscribed* to the list agrees, or everyone who *posts* to
the list agrees, or that those who attend meetings (Manchester?
Philadelphia?) agree?

2. If anyone wants to experiment with the Linux re-implementation of
CTCP, take a look at <http://netlab.caltech.edu/lachlan/ctcp/>.  It
currently doesn't support  abc  or pacing of window increases.  I
believe Vista does these but it was not specified in the latest draft
that I saw.
