[Iccrg] Too-big buffers in routers

   In today's session, Lawrence Stewart complained about several things:
the one leading to the most discussion (IMHO) was router buffers that
were too large.

   I'd like to pose the question whether we've got any research project
to _locate_ routers which buffer "too much".

   The point being, ISPs can't do much about this unless they know
_which_ routers are causing problems by buffering too much.
