Incentives for Singapore's Commuters (Insinc)
I will describe the results of an incentive program run by the Singapore LTA, by Stanford University and the National University of Singapore, which aims to reduce peak congestion on public transport by encouraging users to shift their commute times. There are many similarities between a network of data flows and a network of commuters. For example, in both cases users get feedback information about path quality in form of delay caused by high utilisation. In high utilisation, packet networks can drop packets as buffers run full while commuters experience crowdedness. However, there are also important differences. A data flow can be influenced by designing and using a flow controller of our choice. In the commuter case, we can only indirectly influence users. I will describe how the overall system performed during the first six months since its launch in January 2012, explain the techniques that were developed to keep user activity high, point out the effect of individual and social stimuli in the network and give some links that connect flows of commuters with data flows.
