Comment:

 Trac access model has been worked out:

 Admin users can currently be only UCL staff (piers and socrates).

 External users will be granted permissions per request. We are leaving the
 wiki and ticket access open to anonymous users for the time being. If
 spamming occurs we may need to reconsider the "open write" policy.
