Comment:

 I will at least synchronise the UCL repository to the NCHC version of vic
 (Barz) regarding codecs. They started from an earlier version of vic,
 corresponding to AGTk-2.3 release.

 Better make sure vic compiles cleanly first though, therefore I set a
 dependency on this ticket to Ticket #28
