Comment:

 Debian rat patches have been mostly included in previous releases, or were
 system/config -specific. Nothing major to patch anyway.

 I looked into
 [http://ftp.debian.org/debian/pool/main/r/rat/rat_4.2.22-2.diff.gz
 Debian's "master" rat diff] and grabbed a minor one:

   - rat man page fix (changed table to indented paragraph)

 Fixes left out of "master" rat diff:

   - Various Debian-specific: no need to remove RAT_VERSION from command
 line usage printf statement, don't remove -Werror from CFLAGS in configure
 script, don't remove EXTERNAL_DEP from Makefile.in, no other modifications
 to config scripts (.sub, .guess), and we don't build with tcl/tk-8.4.
