[Sumover-dev] h.263+ in mpeg4-SVN branch

Hi Douglas/Piers,
I managed to compile vic on win32 using visual studio 2003 from the mpeg4-branch
SVN tree of the sumover project. I noticed h.263 and h.263+ are not available
options on the menu but h.261 is. Is there any particular reason why they are
disabled or am I doing something wrong. How would I go about enabling h.263+
in this branch since it seems like the code is there just not available in the GUI.
