 This has been a problem with the VIC that ships with AG3.0.2 and 3.1b1,
 and probably older versions as well.

 Steps to reproduce:
 1. Push 'Autoplace' in VIC.
 2. Close the Autoplace window with the 'x' button in the upper-right.
 3. Push 'Autoplace' in the main VIC window again.

 Expected result:
 Autoplace window opens again.

 Actual:
 Nothing happens.

 Workaround:
 Never use the 'X' button.  Use the "Close" button at the bottom of the
 window instead.
