[Sumover-dev] mpeg4 vic Tcl/Tk 8.0 compatibilty patch

Hi Piers,

Just forwarding a vic patch on behalf of Chris Willing.

The patch fixes an error that occurs when attempting to open a stream  
window by clicking on a thumbnail. The new toplevel and frame are  
given padx & pady arguments which are evidently unknown by {tcl| 
tk}-8.0 (they work OK when using system tcl, tk)
