[Sumover-dev] mpeg4 vic Tcl/Tk 8.0 compatibilty patch

Hi Doug (and Chris),

Thanks for the heads up on this one - I've committed a slightly
different patch for this issue - I've used a catch ... configure ..
instead so the padding can be set to zero with tcl/tk-84 (whereas
tcl/tk-80 seems to set the padding to zero anyway).

And Chris feel free to send in any patches!
