 This applies to v4.4.00, built from SVN (from Tom Uram's
 rat_svn070305win.zip on AccessGrid, in the Argonne Lobby).

 Platform: WinXP

 Clicking on the the Disk icon in the lower-right corner of RAT fails to
 raise the File Control window after opening it.  It'll open, but quite
 possibly out of sight behind another window.

 To prevent confusion, I think the RAT File Control window should always be
 raised when that button is pushed.

 Steps to reproduce:
  1. Open RAT and some other window (such as Notepad or the AG3 Venue
 Client).
  2. Click on the disk icon in the lower-left corner of RAT.
  3. Move the new "RAT File Control" window over the other window.
  4. Click on the main RAT window's disk icon to make the File Control
 window go away.
  5. Click on the icon again.
  6. Move the second app's window so it covers half of the RAT File Control
 window.
  7. Repeat steps 4-5.

 Expected results:
  * The "RAT File Control" window should appear above any other open
 windows at steps 2, 4 and 7.

 Actual results:
  * In step 2, the File Control window may be behind something else.  If
 so, the Start Bar may be the only indication of a new window opening.
  * In step 7, the "RAT File Control" window appears half-covered, behind
 the second app.
