 Adding this ticket to Trac to keep for future info. Main reason not to
 integrate the patches at this point in time is the GPL license of one of
 the files, see below.

 Tcl 8.4 and later is completely Tcl 'virtual filesystem aware', the
 attached patches provide a Zip VFS implementation for VIC which does much
 what was done with Tcl2C for UCL tck/Tk 8.0, i.e embed Tcl scripts with
 the VIC executable, but works with stock Tcl 8.4 and later.

 Patch also includes tcl.m4 from the Tcl source tree, which makes autoconf
 Tcl support much easier and flexible.

 Known issues:
  * zvfs.c is covered by the GPL license
  * appended zip file will be stripped with the strip command, but
 workaround is `make strip` which will strip and append the zip file.
