 At the AGR2008 a request was made to get vic working with Quicktime
 Broadcaster. Understandably without the exported sdp file vic fails to
 decode the video stream from QT broadcaster. When supplied with the
 exported sdp file vic (r4166) crashed. The bug was tracked down to a
 problem (#177) in UCL common base64 implementation. It was fixed (in
 r4169) in source:/vic/branches/mpeg4/codec/rtp_h264_depayloader.cpp#4169 -
 by using the av_base64_decode() function instead - from ffmpeg since this
 file depends on ffmpeg anyway.
