 With many webcam drivers, conversion support for webcam proprietary
 pixelformats is starting to be removed from kernel space. The recommend
 approach for upcoming Linux distributions is to use the userspace libv4l
 library. See:

 VIC's configure script should detect if libv4l is installed, if so, VIC's
 V4L & V4L2 grabber code should then use the libv4l routines. Also the
 tinyjpeg code bundled with VIC won't need to be used as libv4l provides
 the pixelformat conversion for jpeg & mjpeg (actually libv4l uses
 tinyjpeg).
