Okay! but, on a side note, I don't think that the survey
(at least this particular one) is very helpful here. I can
still come up with such a list as a starting point.

I'm not 100% convinced about its usefulness and would like
to see a little more feedback (folks - this is not me telling
Keshav that I won't do it unless others comment, this is me
asking everyone else for their opinion!).

Clearly, it won't be the same thing, but I think it's worth
pointing out that there's a certain relationship between
such a list and draft-irtf-tmrg-metrics-04.txt
(which isn't a checklist, but looks at metrics of concern
to congestion control mechanisms).

Perhaps, with some work, we could arrive at a document
in the style of RFC 3426.
