[Iccrg] Call for reviewers for CTCP

Okay now,
We have 2 volunteers (thanks!!). Before they start, I suggest
that the authors update their draft, based on the comments
from Lachlan in his prior email and the comment from Lars below.
Simply update, announce it to the list, and we will tell the
reviewers to get started
