This article is in the "popular press" (not a technical paper, or
specification, or anything), but it does talk about congestion control,
and I thought it might be interesting to others in the RG:

My main gripe was that it didn't quite explain *why* a refrigerator
sending a warning when milk was about to expire would melt-down the
Internet, but just assumed we'd belive it :).
