[Iccrg] Some NIST work that might be of interest to members of this research group

quick question:  scalable tcp is very well know to be an example of unstable
protocol.
f.i. if you try to use in a  scenario as simple as 3 connections sharing a
bottlelenck you will get extreme unfairness, even more.. you will get one
connection getting all bandwidth and the others completely starved.

f.i., is this behaviour coming out from your models?
