[Iccrg] Report re Wes's talk right now: ICCRG related IETF stuff

Folks,

In 2008, we had a workshop with a bunch of IETF & IRTF people at 
Sholss Dagstuhl in Germany on interelation between Transport & 
Network layer that identified interactions between things going on at 
each layer. It particularly focused on the interaction between 
locator-ID split developments and congestion control. But also some 
of the other things Wes just mentioned.
