 Hi !

 Getting error for not finding three tcl/tk related project files named
 *.2003.vcproj when opening vic.2003.sln

 vic.2003.sln points to tcl2c.2003.vcproj, tclib.2003.vcproj and
 tklib.vcproj although files are named without '2003' eg. tcl2c.vcproj
 tclib.vcproj and tklib.vcproj

 So changing either file name or path in vic.2003.sln fixes

 Revison latest 4091.
