[Sumover-tech] vic-2.8ucl1.3.1a_GPL-win32 on widowsXP

I installed vic-2.8ucl1.2.1-h264-win32 on windowsXP SP2.

I also installed ActiveTcl8.4.14 and symlinked using winbolic:
c:\tcl8.4.14\library --> c:\tcl8.4.14\lib\tcl8.4

There is "init.tcl" under c:\tcl8.4.14\lib\tcl8.4, 
but 1.2.1-h264-win32 says "vic: can't find a usable init.tcl
in the following directores: c:/tcl8.4.14/library"

after one another waring, "waiting for video" window pops up.

Does this mean that this version of vic runs on windowsXP?

How should I make symbolic link for tcl8.4.14?
