[Sumover-tech] Exceptions when compiling VIC for Windows

VIC compiles but I get the following:

...

'vic.exe': Loaded 'C:\WINDOWS\system32\psapi.dll', Symbols loaded (source information stripped).
First-chance exception at 0x0021b586 in vic.exe: 0xC0000005: Access violation reading location 0x0021b586.
Unhandled exception at 0x0021b586 in vic.exe: 0xC0000005: Access violation reading location 0x0021b586.
The program '[2780] vic.exe: Native' has exited with code 0 (0x0).


when running in debug mode.  The debugger takes me to the Disassembly window and points to:
021b586 ???

which is less than unhelpful.

I followed the instructions here:
http://mediatools.cs.ucl.ac.uk/nets/mmedia/browser/vic/branches/mpeg4/win32/build_install.txt
and installed DXSDK June 2010, ActiveTCL 8.5.9.1 along with the Common trunk.

I'm on WinXPsp3 with VS2008.

Any suggestions?
