[Iccrg] Timeline and further work

Hi,

The list is quite silent nowdays...
What do you think, can we agree on the output of the last thread 
([Iccrg] Congestion control definition and requirements of a new 
protocol), or at least on section B of it?
The timeline that Keshav gave a bit strict, but for the challenge 
document we have enough topics. I think it's not fair to let Keshav to 
work alone, so if there any problems to discuss, we should do it together.
